Comment:

 I'm going to re-open this so we have a specific ticket (#27406 is getting
 big, and it's good to keep discrete things separate). I think the current
 API is deceptive and the current UX is also poor. Widgets should not be at
 the top, that's wrong.

 I absolutely agree that panels and sections should be sorted together. I
 don't see why Widgets is at the top, either — it shouldn't be first.
