 27440-return-and-display-banners.13.diff adds a tiny bit of JS handling to
 tab switching, so we only show the fyi box in the mandatory description
 section, on smaller screens (< 830px, as other such handling in the
 modal).

 If not doing so, the user often did not see a difference in the content
 section, as the fyi box could take all of their vertical display area,
 therefore missing the content underneath it.

 The FYI box is just that: an FYI. So it's not necessary to show it
 everywhere, unless we have the real estate to do so appropriately.
