 Chip, I read your other request in the trac; #23699 it' concerns a similar
 interest however different by making the front-page.php a standard.    You
 are purposely making arguments and it's not warranted.

 The domain landing page is the index, the domain's root.   I have stated
 the steps to take in the first post.  Please re-read.

 I will reiterate, setting of the posts page and not a front page in the
 settings -> reading, works, the UI allows it; it makes the posts page and
 the domains landing page both is_home(), if no front page is set in the
 settings it should default the domains landing page to is_front_page()
 instead.
