Seems like one of the reasons this never got replied to is that it came
over from the MU trac during the merge.

IMO, this is plugin material. Related #21662. Limit Blogs Per User hasn't
been updated in a while, but I'm not sure that the demand is high enough
to add an option into core.

in feature request 1 above) from the "my blogs" tab in their site admin

I feel like this is also something that should be solved based on the
network's needs with custom functionality. There are a number of different
workflows that could lead to a user becoming a member of a site. We
account for the admin method in core. Registration and signup can be
templated in different ways.

put into place, the option to have the blog auto created to the users name
when blog limit is set to 1. ie: user signs up with "username" and wants
to add his 1 allotted blog it would be auto created using his user name
like this example.com/username or username.example.com depending on your
settings.
I think #14215 is a better ticket toward any enhancement of this kind.
I'm going to close this as maybelater. Feel free to discuss further if one
of these features is warranted. It may also be worth opening a ticket with
a more specific feature request that addresses one.
