 I've attached a new diff - it adds a `quick_edit` argument to the
 `register_taxonomy()` function, which is set to `true` by default. Then it
 checks that parameter in `WP_Posts_List_Table::inline_edit()` when it
 displays the quick/bulk edit panel.
