 @nacin, because those are user preferences options which are not related
 to whether a post has comments or not.I can agree with it being a minor
 issue, but IMO it is a bug.

 The reason the user will want to enable the said box is because in all the
 tutorial he read and all the screenshot he has seen the said box appears.
 I don't think it is documented anyywhere that the functionality is not
 available on new posts.

 Guess experienced users will actually fall for that more then
 unexperienced ones. They know from previous sites that the option should
 be there and suddenly on a new site there isn't.
