 Both :)

 TinyMCE 4.0 includes the `compat3x` plugin that adds back most of the
 changed API methods and stubs for the missing parts. However all WordPress
 plugins that add something to TinyMCE will still need to be updated to use
 the new APIs. Many will probably still work, but can look and work better
 if updated.
