Comment:

 As dd32 hints at, WordPress is not just a PHP project.  It's also a
 project that uses SASS, CSS, and JavaScript in addition to PHP. So while a
 good deal of WordPress is in PHP, I don't think we are a "PHP Based
 Project".

 Additionally, most of our build process is focused on the CSS and
 JavaScript.

 Our build process is in no ways that I can see "Broken".  I also don't see
 any benefit to Phing that we get from switching.
