 Sounds like a plugin is filtering it out. The only functions attached to
 this filter in core are `wp_strip_all_tags()`, `esc_url_raw()`, and
 `wp_filter_kses()`: [source:tags/3.8/src/wp-includes/default-
 filters.php#L59].
