 Hello gtenney99, sorry you never got a response.

 Are you still experience this issue?

 Since !WordPress 3.5 we have a new image editor which has a `save()`
 method. Each sub-class tries to set the correct file permissions, see for
 example [source:trunk/src/wp-includes/class-wp-image-editor-gd.php#L380].
 We have to do something here if you still have some problems.
