 Just for some background on how we got here: my memory is a little rusty,
 but my recollection is that the position above H2s was already set
 pre-3.8. We decided to change the width to auto instead of 100% because
 after restyling notifications, it bumped up against the Screen Options and
 Help tabs in a way that felt weird. Shortening it seemed logical since it
 was just empty whitespace anyway. It could be argued that the update
 notification is a unique kind of alert and deserves to be styled even more
 differently, though.
