Comment:

 The form submits to `update-core.php` in the current working directory,
 which for you should be `my-wp-install-folder/wp-admin/`.

 I also did a test of a sub-folder install https://cloudup.com/cmWE6Ctfboi
 for 3.8 and 3.8.2 https://cloudup.com/cANFl09TTAG and got an upgrade
 https://cloudup.com/cDNHpSAm2s9

 I don't think this is a bug in core. What may have caused this for you,
 not sure. But, thanks for helping out!
