 In the interest of simplifying the admin area, I'd like to suggest that
 these crufty settings get hidden unless a plugin enables them.

 I believe filters are in place for localizations to occur automatically,
 and I can't see any good reason (apart, perhaps, from when a theme is so
 poorly written that layout carnage occurs when they're improperly set).
