 Only WordPress.org-owned plugins can currently use this functionality.
 It's due to be rolled out to all WordPress.org-hosted plugins when the
 functionality is available - We don't currently have a way to upload the
 translations or import them to a WordPress.org-hosted glotpress install.

 Unfortunately it's taken much longer than expected for the WordPress.org
 infrastructure to get finished, there'll be an update here (and the
 plugins blog at least) when it's available.
