 Helen, thanks for clarifying the source.

 Since I think the consensus is that the code itself doesn't need to be
 changed, I updated the ticket with a patch that simply rewrites the
 comment. Hopefully this prevents any future confusion. I left the original
 reference to 50 sites intact, but intentionally wrote the end of the
 comment in more vague terms in case that threshold value ever changes in
 the future.

 This all would have been reasonably clear WITHOUT a comment at all; the
 inclusion of the in-joke is what confused the intent of the code in the
 first place. Now, at least the comment helps to clarify the math.
