 Thinking this is too minor for a dot release. If a wpView is wider than
 the editor, there is a horizontal scrollbar. Also once we stop aligning
 the toolbar in the center, we need to account for RTL making this more
 complex, see 30696.patch.

 If we are making `max-width: 100%` the default in 4.2, this won't be
 needed.
