 For a client project I'm assigned to, we're going to be heavily using
 widgets and the Customizer. (Big surprise.) I've gone back to the old
 Widget Customizer feature-as-plugin code and resurrected the partial
 refresh logic we had in there and put it into a new standalone plugin:
