 Have the docs pages been built for how this is intended to work?   I have
 4 WP directory plugins installed/active and 14 premium plugins (non WP
 directory) installed/active.   My Recommended Tab is an exact duplicate of
 the Featured Tab in this situation.

 What is the feature querying to recommend plugins?   What are the filters
 used to par down the list?

 From a user perspective having 2 tabs with identical content "feels
 broken".
