 Sure, it would only take a little of CSS. I remember this being discussed
 somewhere, don't seem to be able to find it in
 https://wordpress.slack.com/messages/feature-focus/. Think it was not
 hidden to make it more discoverable (the old DFW button was visible at all
 times). However the problem of "how to enable DFW when editor-scrolling is
 off" seems worse.
