Comment:

 This makes too many assumptions about what a theme's usage of custom
 headers will looks like. It's not something that will be beneficial to the
 majority of users, or even applicable to most themes (Twenty Fourteen, for
 example). It's easy enough for themes to implement this functionality with
 the Customizer if the theme's author thinks that it's something that would
 benefit their users. But it really doesn't belong in core.
