 This is by design, yep. Your WPLANG is set to pl_PL and so is your option,
 so there's no reason to nag you about it. This message is simply to cut
 down on support requests for people who change WPLANG and don't understand
 why it's not taking effect.

 It does also issue a deprecated notice which will get picked up by Log
 Deprecated Notices, Debug Bar, etc.
