 There's an [source:tags/3.9.2/src/wp-includes/wp-db.php#L1473 ""Error
 reconnecting to the database""] string (introduced in [27075]).

 Unlike the [source:tags/3.9.2/src/wp-includes/wp-db.php#L1387 ""Error
 establishing a database connection""] string, it does not use the `__()`
 function.

 This looks like an omission.
