The masthead is supposed to affix itself to the top of the screen when the
screen scrolls past the header image, instead, it immediately affix itself
to the top of the screen on scroll, leaving behind a blank void where the
masthead is supposed to be on the screen.

This problem appears to be sporadic and does not appear consistently, it
can however be easily reproduced through a ctrl+f5 refresh.

The dimension of the header image used are all at the recommended
dimension of 1260x240. The problems persist even when plugins and CDN
 servers are disabled.

The error also tends to occur more frequently on firefox than on mozilla
 after some testing.
