 Just tried WP 4 beta 4. It is really great that the height of the editor
 fits to the length of the post, it works as expected in graphical mode of
 the editor. If you change to HTML mode then it remains ok until you leave
 and reopen the editor.

 When the editor is reopened this time, HTML mode will be used by default
 and you will see 2 scroll bars just like in earlier WP versions before the
 improvement. To get it working again you have to switch to graphical mode,
 there you will have only 1 scroll bar. By switching back to HTML mode only
 1 scroll bar will be shown just as expected, but if you do a page refresh
 while being in HTML mode, you will have 2 scroll bars again.
