Comment:

 Are we actually planning on making any new dashicons/updating dashicons in
 4.0? This ticket isn't on the milestone yet and will get missed.

 Replying to [comment:25 bfintal]:
 > A loading icon to replace the current gif loading icon would be nice.
 We could then use CSS animations to animate the icon too, rather than
 using the gif (which can't be re-colored and thus causes issues in some
 contexts).
