Comment:

 So, contributors cannot upload new images by default, and cannot use
 existing images either, since [source:tags/3.9.1/src/wp-admin/includes
 /ajax-actions.php#L1836 wp_ajax_query_attachments()] requires
 `upload_files` capability.

 [attachment:28327.diff] looks good to me.
