Comment:

 Severity "major" was added because WordPress is overwriting "safe"
 directory wp-content/languages. This directory was promoted for custom
 edits and every tutorial you can find, there is a notice "save your
 translation into wp-content/languages to avoid overwriting by
 plugin/theme". But this place is not safe anymore and it is major change
 for translators, because they are not warned (!) and their files are
 automatically overwritten.
