Comment:

 As noted in comments above, this was removed by TinyMCE (what we use for
 the visual editor), which is a separate project and community from
 WordPress. If somebody wants to take up the mantle and add back a color
 picker using the Iris library that we use in core elsewhere for UI and UX
 consistency, we can evaluate it from there.
