 Another issue is that contributors, authors, and editors should all have
 just as much access to Press This as administrators do, but they generally
 don't have access to settings.

 Completely different approach: what if we move tools that are relevant for
 all users (not just those with access to settings) to the Dashboard?
 Placing things like Press This, Mobile Apps info, etc. alongside other
 more "external" information like WordPress News. Either way, Press This
 really doesn't belong in Settings.
