 Exists in both IE 10 & 11

 The scroll arrow pointing up overlays the admin bar on the right hand
 side, not sure if this is actually possible to negate in any way.

 This effectively blocks the element under it, but since the "Howdy, User"
 is such a big element this isn't a problem. On the other hand, plugins
 using the admin bar may be blocked by this.
