 Hello there.

 When auto-updating to 3.8.3, files ''wp-admin/css/farbtastic-rtl.css'' and
 ''wp-admin/css/install-rtl.css'' are missing. They disappeared in all of
 my auto-upgraded sites.

 The same thing happens when you upgrade manually (using the upgrade button
 in WordPress). The files exist in the 3.8.3 version of wordpress.org and
 es.wordpress.org (my locale version), but they are not copied into the
 directory.
