 Commit incoming. I've left out individual files when an entire directory
 is getting removed; I've also left out the Plupload files for now based on
 possible changes in #27763; and I've removed references to two RTL files
 we removed back in 3.3 but added back in 3.7. They've been getting removed
 on update this whole time, but they're the unminified files and they're
 not generally needed in that state, given they are install-rtl.css and
 farbtastic-rtl.css. We actually discovered this as we were releasing 3.7
 and decided to ship it as-is. farbtastic-rtl.css is actually more
 important now that we don't bother minifying this deprecated file, so
 there is no more farbtastic-rtl.min.css.

 Can someone please double-check my work?
