Comment:

 The problem is that the Menus page do not show if both of these apply:

 - The theme does not support menus
 - Theme does not support widgets

 So yes, I have not described the problem as completely, missing one part.

 After all I think this works as expected. If the theme have widgets
 support then the Menus page display...
