Comment:

 Drupal has had [https://drupal.org/node/485974 something like this in
 place since 2009]. Maybe we can learn something from their experience.

 It doesn't seem too technically challenging to me, and could be a valuable
 shield against (at least amateur) brute force attacks that users won't
 even notice.
