 David, I get your point of how the documentation might have lead some devs
 to use the Transients API in other/"wrong" ways. Those devs' problems will
 then however not so much come from [25416], but from external object
 caches being used on more and more servers.
 Due to that, those plugins are heavily prone to breaking now already, so
 that there's no point in being extra conservative with that garbage
 collecting.
