 If we were to go the plugin route it'd most likely be an entirely optional
 installable plugin, not bundled with core at all.

 Worth noting, that plugins are able to replace the bundle with their own
 certificate bundle with ease, for example, the HotFix plugin could roll
 out a update to use a newer certificate bundle.
