 Step to reproduce:
 1. Install blog
 2. Set WP_DEBUG to TRUE
 3. Click "configure" Incoming Links widget and Submit changes

 We get PHP Notices
 Undefined index: title in \wp-includes\default-widgets.php on line 1003
 Undefined variable: number in \wp-includes\default-widgets.php on line 933
