 I would say that since the filter aims for data filtering (i.e. the
 content of the bulk dropdown) it has nothing to do with the wrapping div.

 However, in a real scenario there are other divs with classes `alignleft
 actions` in all listing screens so I would propose adding a class for bulk
 actions that allows for hiding those with CSS.
