 Matt mentioned to me that his original thought for #7394 was actually for
 it to improve internal linking, not even the frontend search. Turns out
 after all that, the internal linking dialog specifies an explicit ORDER
 BY, thus excluding it from ordering based on the relevance of the title.

 We were going to drop this into 3.7.1 but I forgot about it. If we have a
 need for a 3.7.2, it'd be a nice little easter egg.
