 In my reading of [http://core.trac.wordpress.org/browser/trunk/src/wp-
 includes/user.php#L1258 the source] for `wp_insert_user()` it definitely
 seems like we either need to update the docs to reflect that `user_login`
 is required for updating existing users or fix it so only the `ID` is
 required.
