 The admin pointers in core take into consideration the first database
 version number of the installation, to avoid showing pointers from
 previous versions. It doesn't, however, take into consideration the date
 that a user registered. This means that a new user joining a site can get
 bombarded with several admin pointers in quick succession.

 We should look at hiding some of the older admin pointers for newly
 registered users.
