 Use the create_posts cap for determining to display of QuickPress Widget.

 The access to the Add New page and judgment of the menu display of the
 newly added, create_posts property of the post type is being used.
 However, the edit_posts authority is specified as the quick post of the
 dashboard fixed. so if you change the properties of the create_posts of
 the post,inconsistencies will occur.

 You also should use the create_posts property for determining to display
 of QuickPress Widget.
