 Forgot to mention, in testing for #25655, maintenance mode will be active
 for a handful of seconds, currently about 13 seconds, but that can be
 reduced to 5 seconds, and once it's dealing with a partial build instead
 of a full zip, i suspect it'll be much less than that.
