 Confirmed. The `is_admin` and `is_network` properties of the
 `$current_site` global are reset by a new `set_current_screen( 'tools.php'
 );` call when [http://core.trac.wordpress.org/browser/trunk/src/wp-
 admin/includes/class-wp-upgrader-skins.php?rev=25807#L602 requesting file
 system credentials in the Automatic Upgrader Skin]
