 In [25825]: Remove the old wp_auto_updates_maybe_update cron event.
 Schedule the new wp_maybe_auto_update event at 7 a.m. and 7 p.m. in the
 site's timezone.

 Talked with jorbin and dd32 about this over dinner and such. If we're
 going to do 12-hour checks, we should try to avoid doing them mid-day as
 much as possible. 6pm is a little too early in the day, 8am is a little
 too late in the day. So here's some clever logic to try to schedule it at
 7 and 7.
