Comment:

 The only part of the interface that is consistently available after a
 scroll is the admin bar but this feels extremely disconnected for the
 publish button.

 I agree that it would be nice to address this in future. It often feels
 like the publish button should be with you at the bottom of this screen
 but due to the nature and flexibility of meta boxes its going to be
 difficult to achieve.
