means, for example, that the user might for some reason keep an old theme
or plugin (let say Twenty Ten 1.5), but Twenty Ten languages files are
updated to 1.6. If some string has changed or has been removed in the
latest revision, it won't be translated anymore.
Thankfully, it's a bit smarter than that. :-) The version of the plugin is
also considered. If Twenty Ten 1.5 is installed, only a translation
designed for 1.5 (or earlier) would be installed. Try installing Twenty
Ten 1.5 — you won't get a language pack installed. But if you update to
Twenty Ten 1.6, you'll immediately get a pack.
