 Introduced in [26072]. Caused by `background-color: #f3f3f3` for
 `.mceTop`:
 [source:trunk/src/wp-admin/css/colors-fresh.css?rev=26471#L1939].

 In 3.7, both dialog headers looked the same, so the current appearance
 looks inconsistent.
