 In WCAG 2.0, Guideline 1.1 is "Text Alternatives: Provide text
 alternatives for any non-text content so that it can be changed into other
 forms people need."

 You do this with the ALT tag.

 However, when you go to edit the metadata of an image in Media Library,
 the large field at the top is the TITLE tag and the much smaller field
 further down the page is the ALT tag.

 Since the ALT tag is vital in terms of accessibility, I suggest that the
 positions of the ALT tag and the TITLE tag be reversed.
