 And in 5.2, it would test that, because it would be included and called by

 includes/compat.php#L64 json_encode() and json_decode()].

 If we mean to test the library in a version of php that I don't believe it
 would ever need to be included on, would you be okay with updating it by
 adding a `static` keyword so that it runs cleanly on 5.4?
